Rebecca has a background in law and has specialised in off-payroll working status for tax and employment rights purposes for the last 20 years. This includes the tax status for the self-employed, agency workers, the Construction Industry Scheme (CIS), IR35, Personal Service Companies, volunteers, limb ‘b’ workers and anyone else who a business might engage off-payroll. Rebecca has worked with both public and private sector organisations and can advise on general status determinations, businesses under investigation or employer compliance audits and business structures for working with the off-payroll individuals.
Rebecca works closely with the British Universities Finance Directors’ Group (BUFDG) and works with various British universities on employment status issues both for tax and employment rights purposes. Rebecca has a good knowledge of the Higher Education sector and how they work with volunteers and interns, for example.
Rebecca was also recently seconded to the Office of Tax Simplification (an independent body of HM Treasury) as a Senior Policy Adviser to advise the government on employment and tax status, small company taxation and the Gig Economy.
